Vietnamese Party General Secretary and President Tô Lâm has emphasized the need for a stable yet adaptable legal framework to foster investment, economic growth, and technological advancement in Vietnam. At a recent meeting in Hà Nội focused on institutional improvement and law enforcement, Lâm highlighted the importance of laws that provide clear rights and obligations for citizens and businesses while remaining flexible enough to accommodate rapid scientific and technological changes, new business models, climate challenges, and international integration.
Lâm underscored the necessity for lawmaking and enforcement to be closely intertwined, with their success gauged by the reduction of administrative and investment barriers, decreased compliance costs, and enhanced protection of lawful rights. He advocated for a thorough review of existing legal documents, specifically those that impede investment and business activities, and called on authorities to address issues affecting the reorganized state apparatus and the execution of citizens’ rights.
Setting long-term goals for the country’s legal system, Lâm proposed measurable targets for 2030 and aimed for a modern legal framework by 2045, supported by digital data and artificial intelligence, along with a professional and transparent judicial system. He emphasized the importance of accountability in law implementation, stressing that each policy should clearly delineate the responsible agencies, necessary resources, implementation conditions, and expected outcomes.
Lâm also highlighted the need for authorities to prioritize prevention and risk management over punitive measures. He encouraged the use of digital transformation and data-driven governance to enhance compliance, lower administrative costs, and improve the efficiency of resolving civil and commercial disputes.
