European leaders are gathering in Kyiv to address Ukraine’s urgent need for air-defense systems amidst escalating Russian attacks on its cities. This meeting, dubbed the Coalition of the Willing, is spearheaded by Britain, France, and Germany, with participation from several other European leaders via remote connection. EU Council President Antonio Costa is also in attendance to contribute to the discussions aimed at bolstering Ukraine’s defenses and ramping up pressure on Russia.
Recent missile strikes by Russia have heavily targeted Kyiv and other urban areas, resulting in civilian casualties and extensive damage to residential structures. In response, Ukraine has consistently appealed to its allies for more air-defense systems and interceptor missiles to safeguard its citizens. The urgency of this request has intensified as these attacks continue to claim lives and infrastructure.
In a show of support, Britain is anticipated to announce new assistance for Ukraine. Meanwhile, France has committed to establishing localized production of the long-range SCALP missile and has promised additional interceptor missiles to enhance Ukraine’s air defenses. These measures are part of a broader European effort to provide Ukraine with the necessary tools to fend off Russian ballistic missiles, which pose a significant interception challenge.
Ukrainian President Volodymyr Zelenskyy highlighted a worrying decline in the deliveries of Patriot interceptor missiles. Ukraine received 675 of these missiles in 2023, but only 364 in 2025, with projections for 2026 showing a further drop to 264. As winter approaches, Kyiv is pressing for at least 300 interceptors to ensure adequate protection during the colder months.
Ukraine’s reliance on advanced Western air-defense systems remains critical in its defense strategy against Russian missile threats. European allies are thus exploring strategies to increase the supply of these systems while simultaneously maintaining diplomatic and economic pressure on Moscow. These efforts underline the ongoing commitment of European nations to support Ukraine in its defense against ongoing aggression.
